Philippine FDA Consultation on Modes of Regulatory Inspection for Food and Drug Administration Regulated Health Product Establishments

Oct 7
3 min read

The Philippine Food and Drug Administration (Philippine FDA) has published a draft Circular for comments on Modes of Regulatory Inspection for Food and Drug Administration Regulated Health Product Establishments. The draft proposes a risk-based framework for determining whether regulatory inspections should be conducted on-site, remotely, or using a hybrid approach, while retaining on-site inspection as the primary mode. The proposed framework applies broadly to Philippine FDA-regulated health product establishments, including those handling medicines, vaccines, and medical devices.

Risk-based selection and conduct of on-site, remote, and hybrid regulatory inspections

Type

Draft Philippine FDA Circular for comments

Deadline for comments

27 October 2026

 What is this about?

The draft aims to establish a framework for selecting the appropriate mode of regulatory inspection for establishments subject to Philippine FDA oversight. It covers pre-licensing, routine/post-licensing, and other inspections and applies to establishments, facilities, and vehicles involved in Philippine FDA-regulated health product activities.

The proposed approach is risk-based. The Philippine FDA would consider factors including the intrinsic risk of the product, manufacturing, distribution, and trade processes, environmental factors, and resource availability when determining how an inspection should be conducted. Risk categorization of establishments would also take into account factors such as site complexity, processes, and the types of health products involved.

Consultation details

Key elements of the proposed framework include:

  • On-site inspections remain the general rule. They would be required in particular for initial and major variation applications, certain renewal applications, investigations, and special assignments, as well as where physical verification or sample collection is necessary.

  • Remote inspections may be used in defined circumstances, including emergencies, travel or safety restrictions, and certain geographically isolated areas. The Philippine FDA may also use remote inspections for establishments demonstrating good levels of compliance in previous inspections.

  • Two consecutive remote inspections would not be permitted, and an on-site routine inspection would generally have to follow within one year where the relevant restrictions no longer apply.

  • Hybrid inspections could combine physical and virtual activities, for example by reviewing documents remotely before an on-site visit or using virtual assessment for follow-up of documentary requirements or corrective actions.

The draft does not set out specific consultation questions. Stakeholders may therefore wish to focus comments on the practical application of the proposed criteria, including the risk categorization of establishments, eligibility for remote inspection, and the conduct of remote and hybrid inspection activities.

Key timeline

  • Deadline for comments: 27 October 2026

Why this matters

The proposal could affect how pharmaceutical, medical device, and other health product establishments prepare for and undergo Philippine FDA inspections. Of particular interest is the proposed use of compliance history and risk categorization to determine whether an inspection may be conducted remotely or through a hybrid approach.

Stakeholder feedback may be useful in assessing whether the proposed criteria are sufficiently clear and workable in practice, particularly for determining risk categories, demonstrating a good compliance history, and conducting document reviews or other inspection activities remotely.

Who should consider responding?

  • Pharmaceutical and medical device manufacturers and other Philippine FDA-regulated health product establishments

  • Importers, exporters, and distributors subject to Philippine FDA inspection

  • Quality, regulatory, and compliance teams responsible for inspection readiness

  • Industry associations with experience in on-site, remote, or hybrid regulatory inspections

Practical implications

Stakeholders should consider:

  • Reviewing whether the proposed criteria provide sufficient predictability regarding the expected inspection mode

  • Assessing practical experience with remote and hybrid inspections, including document access and virtual assessment activities

  • Identifying areas where the proposed risk categorization or remote-inspection eligibility criteria may require further clarification

  • Evaluating whether existing systems, records, and communication processes can adequately support remote or hybrid inspection activities
